Washington, DC, Sep. 23 (UPI) -- At the meeting of the Southern District of the Anti-Terrorism Advisory Council held in Houston on Tuesday, U.S. Attorney Michael Shelby of the U.S. Attorney's Office of the Southern District of Texas informed council members of the high probability that a terrorist incident of the magnitude of the 9/11 attacks would occur in the United States within the next six weeks. Shelby told his audience that on Sept. 13, U.S. Attorney General John Ashcroft had an extremely rare conference call with all 93 federal U.S. attorneys during which Ashcroft shared the grim news of the high probability of an attack in the United States within the next 6 weeks, prior to the elections. Shelby then urgently requested that all law enforcement personnel be aware of any unusual situation and immediately report it. Shelby also asked council members to tell patrol officers and detectives to talk to their informants and report anything odd or remotely suspicious. Shelby concluded that unless we get a bit of "luck" and the attack can be detected and prevented, another attack of 9/11 scale would be carried out. Shelby's office subsequently issued a press release about his ATAC presentation, noting, "Al-Qaida has
publicly stated its intention to commit a second major attack in the United States. Historical precedent and current intelligence estimates suggest that such an attempt is likely within the next six weeks, unless local, state and federal agencies redouble their efforts to interdict and disrupt such an action. While the threat of a second attack is serious and requires the full attention of all law enforcement authorities, there is no information that any specific attack is imminent." LINK

13 October 2004. This fear-mongering law enforcement memo continues to circulate among credulous police departments despite disavowal by the Department of Justice. To be sure, law enforcement will continue to have it both ways, to spread fear while denying it is doing so, then
claim "we told you so, but you wouldn't listen," the exact excuse the military and intelligence services have given for failing to prevent 9/11. Beware believing those who benefit from "unexpected" disasters whether they happen or not. Homeland security is running amok, sucking up dollars to chase chimeras, learning from the military/intelligence racketeers whom many of them worked for before the Cold War teat dried up.

UPDATE: THE AUTUMN OF TERROR …
Yesterday I posted a link to a news story describing Minnesota Senator Mark Dayton's decision to close his Capitol Hill office due to a "top secret" report that a terrorist attack on Washington is imminent. Today I came across a bOING-bOING post (read it HERE) which quoted the following purportedly authentic law enforcement memo:
LAW ENFORCEMENT SENSITIVE
At the meeting of the Southern District of the Anti-Terrorism Advisory Council (ATAC) that was held yesterday in Houston, US Attorney Michael Shelby informed the group that a terrorist attack of 09/11/01 proportions was going to be carried out on US soil within the next 6 weeks.
Mr. Shelby stated that on 09/13/04, US Attorney General John Ashcroft had a conference call with all 93 US Attorneys, an event which is extremely rare. The US Attorneys were informed that without a doubt an attack was going to be perpetrated in the US within the next 6 weeks, prior to the elections. Mr. Shelby urgently requested that all law enforcement be aware of any situation that may be out of the ordinary and report the activity immediately. Mr. Shelby also requested that we get the word out to patrol officers and detectives to talk to their informants and report anything odd or remotely suspicious. Mr. Shelby ended this warning by saying that unless we get a bit of "luck" and the attack can be detected and prevented, that another attack of 9/11 scale will be carried out.

Friday evening, I-35. Stop for dinner at the Chicken Express in Lorena. Then back on the road, traveling north. At Hillsboro, we leave the thundering herd of cars and trucks and head northwest on the much quieter Highway 171 to Cleburne. There is lightning ahead in the nighttime sky ...
In Cleburne, we find Chambers Street unchanged; the small brick house where I spent my teenage years looks just the same, though inhabited now by another family …
We arrive at our friend's house and I hand him a copy of Bush Junta and we spend the evening talking--and expecting it to rain. But the storm changes direction …
Before bedtime, our friend tells us that an evicted roommate might return some time in the night. He evicted her due to her drug-addled behavior, but is allowing her to sleep here for one more month. Sometimes she shows up, sometimes she does not …

We walk to the grave of Elizabeth Crockett, widow of Davy Crockett. On top of her grave is her statue; she is shading her eyes as she peers into the west, looking for her husband who will not return. Beside her is buried her son, Robert Crockett, who operated a ferry on the Brazos River for years until he died in a horse accident in 1889. All around are other pioneer graves, also the graves of Civil War veterans, each bearing a small Confederate flag …
And, interspersed among the old graves, are newer graves. One tombstone bears the photo of a young man in black cowboy hat who died just eight years ago. A few objects have been placed at the base of the tombstone--an empty Dr. Pepper can, a toy car, an organ donor medallion. There is a statue of his dog at the foot of the grave, faithfully waiting, like the statue of Elizabeth Crockett …
No matter when they died--1868 or 1998--or how they died--horse accident or car accident--the dead all sleep in the same Texas earth. And around them the world changes--or doesn't, depending …
Later, at nearby Comanche Peak, we drive past the home where my wife's parents lived their final years. Their ashes, she tells me, are spread around the yard. We all sleep together in the same Texas earth …
